Explanation
He quickly becomes righteous at heart and attains lasting peace. O son of Kunti, declare it boldly: my devotee never perishes. Devotion soon transforms a person from within. Krishna asks Arjuna himself to proclaim this promise to the world. It is a firm promise.
Continuing from 9.30, Krishna explains that devotion soon transforms character: the sinner becomes a dharmatma, good from within. Then he asks Arjuna himself to make the promise, na me bhaktah pranashyati, my devotee is never lost. Ramanuja and later commentators note that Krishna has Arjuna proclaim it, perhaps so that the words of a devotee carry special weight. Shankara stresses the speed of transformation. The promise echoes 6.40, where Krishna said no one who does good comes to grief.
