Explanation

Taking hold of my own nature, I send forth again and again this whole multitude of beings, which is helpless under the power of nature. God releases the world, but the shape of each life follows its own past. It is a ceaseless cycle.

Krishna explains how creation happens: he governs his own prakriti, and through it the beings appear. They are avasha, not free, because their births are shaped by nature and by the karma they carry, as 8.19 said. Shankara explains the helplessness as the power of ignorance and past tendencies. Ramanuja links it to the karmic impressions of each soul. The verse balances God's sovereignty with the law of karma: God releases beings, but the shape of each life follows its own past.
