Explanation

Renouncing all actions by the mind, the self-controlled embodied one dwells happily in the city of nine gates, the body, neither acting nor causing anything to be done. Outer activity may continue, but inwardly there is rest. He is at ease in the body without being its anxious manager.

The nine gates are the two eyes, two ears, two nostrils, mouth and the two lower openings; the image of the body as a city goes back to the Upanishads; the Shvetashvatara speaks of the city of nine gates. Shankara reads the verse as describing the knower who sees the Self as neither doer nor instigator. Ramanuja reads it as the self recognising that action belongs to the body and its nature, not to the self in its essential form. The picture is of a resident at ease in a busy city, not the city's anxious manager.
