Explanation
The all-pervading one does not take on anyone's sin or anyone's merit. Knowledge is covered by ignorance, and because of that, beings are deluded. Confusion about good and bad, doer and deed, comes from this veil, not from the Self.
Following 5.14, Krishna says the Self or Lord stands untouched by the moral ledger of action. Shankara reads vibhu as the all-pervading Self, untouched by merit and demerit; people suffer because ignorance hides this. Ramanuja applies it to the individual self, whose natural knowledge is contracted by karma. Devotional readers also note that the Lord does not arbitrarily assign sin or merit; results follow from beings' own actions. The second half introduces the theme of ignorance and knowledge developed in the next verse.
Living it today
When you feel confused about right and wrong, the remedy is clearer seeing, not blame; look for what ignorance is hiding.
