Explanation
Evildoers, the deluded and the lowest among people do not take refuge in me. Their understanding has been carried off by maya, and they have adopted a demonic disposition. Those who could cross maya by surrender do not, because of their own wrongdoing.
After 7.14 says surrender carries one beyond maya, this verse explains why many do not surrender. Shankara and Ramanuja both describe these as people whose wrong actions and attachments cloud their judgement. The demonic nature is described at length in chapter 16. Commentators stress that the terms describe tendencies rather than fixed categories of people; the next verse names four kinds of virtuous people who do turn to the Lord, showing that change is possible.
